This Background Information Document (BID) provides information to assist stakeholders to participate in the Environment Impact Assessment (EIA) and environmental authorization process for the proposed Coal Mine (18597 EL) located at Dekina L.G.A, of Kogi State by Bogi Coal Mines Ltd. (Bogi Mines).

What is the EIA About?

Basically, the EIA is the process of identifying, predicting, evaluating and mitigating the physical, biological, social and other relevant effects of BOGI COAL MINES LIMITED (Bogi Mines) proposed project prior to major decisions being taken and commitments made.

In compliance with Nigeria regulatory bodies statutory provisions and in accordance to the EIA Act 86 of 1992, Bogi Mines (the project-proponent) has commissioned Richflood International Ltd, being a Nigerian based environmental and laboratory consulting firm, to conduct an EIA of the proposed Coal Mine Operation of Bogi Mines in Kogi State.

BOGI COAL MINES LIMITED (Bogi Mines) is a subsidiary company of SkipperSeil Group.

Skipper is an integrated energy firm with focus on Electrical Innovation, Design, Manufacturing and Engineering. Skipper has been serving the power sector in India and across the globe since 1986 and has its global footprints through its subsidiaries in India, Nigeria (Bogi Coal Mines Limited e.t.c), Ghana and Middle East, where Skipper-make products are manufactured and/or projects of sub-stations, transmission lines and power generation plants are undertaken.

The Vision of Skipper is “To be an International Power and Infrastructure enterprise most admired for its People, Performance and Partnerships”. It is against this backdrop that the Bogi Mines project is conceived in Kogi state.

In addition to contributing to the diversification of the country’s economy, and support the country’s efforts to enhance people’s access to affordable and reliable electricity supply, the purpose of the proposed coal mine at Dekina is to provide coal as a main source of fuel to the proposed Bogi Power Generation Co. Ltd 500MW Ofu Independent Power Plant (Ofu-IPP) in Kogi State.

Bogi Mines is to be located at Ibobo Community in Abocho District with adjoining villages such as Ajakeya, Eniji, Eneji, Emewe, Araba, Ajonigbegwu and Ate Nasarawa at Dekina Local Government Area of Kogi state

Project Overview

The overall coal mining process consists of several sequential stages: (1) exploration of a potentially economic coal seam to assess minable reserves, environmental issues, marketable reserves, and permitting risks; (2) analysis and selection of a mining plan; (3) developing the mine; (4) extracting the coal; (5) processing the coal; and (6) decommissioning the mine and releasing the property for post-mining use. The two essential requirements that must be fulfilled before a prospective coal mine can enter the development stage are confirmation that there are sufficient minable reserves of adequate quality with no unacceptable environmental or permitting risks, and confirmation of an assured or contracted market for a substantial fraction of the coal that will be mined.

The proposed mining method will be a combination of surface mining and highwall mining. This alternative allows for complete exploitation of the coal reserve in the area employing the surface and the highwall mining for greater stripping ratios with an expected mine life of 30 plus years.

BRIEF PROJECT DESCRIPTION

In general terms, the Project being proposed will consist of:

  1. Construction and upgrading of access roads and the development of a product loading facility;
  2. Construction of water management systems designed for the management and treatment of water affected by mining activities;
  3. Construction of office, maintenance and coal processing plant facilities with associated stockpile areas, water treatment and sewage facilities;
  4. Development of an explosives storage area and delivery system;
  5. Removal and temporary storage of soil in stockpiles for re-use during progressive decommissioning and reclamation;
  6. Development of mine pit excavations;
  7. Development of waste rock stockpile areas;
  8. Production of dry tailings for co-deposition with waste rock in a purpose-built waste management facility;
  9. Progressive decommissioning and reclamation by backfilling, to the extent possible, of previously mined pit areas as the Project proceeds;
  • Rehabilitation of areas where mining and backfilling has been completed during the life of mine to meet agreed final land use objectives;
  • Final decommissioning and closure consultation with Regulators;

Additional on-site infrastructure includes, but may not be limited to:

  1. Lay-down and parking areas;
  2. Fuel, hazardous substances and waste storage facilities;
  3. Mine dewatering wells, pumps, sumps and piping;
  4. Settling ponds and contact water collection ditches;
  5. Fresh water wells;
  6. Fresh water piping and storage;
  7. Fire hydrants and fire protection system;
  8. Potable water source; and
  9. Sewage collection and disposal system

Other Social Infrastructures may be constructed as deemed fit by the Proponent, which may include the following:

  1. Offices/Administrative block building
  2. Warehouse/storage area
  3. Workshop maintenance
  4. Security/Guard house
  5. Green-belt area
  6. Vehicle parking lot/space and transport-route map

 Objectives of the EIA

The objectives of the EIA for the project site are to: Provide information and evidence required for developing an Environmental Impact Statement for the project site;

  • Establish baseline information for the project site.
  • Identify associated/potential impacts of the project in the area;
  • Recommend preventive, mitigative and control measures for the identified potential/associated adverse impacts of the project; and
  • Develop an effective Environmental Management Plan (EMP) for the lifetime of the project.

POTENTIAL AND ASSOCIATED IMPACT ASSESSMENT

Environmental Impact Indicators

The environmental impact indicators for the study are easily observable parameters that will indicate change/deviation, which can be used to monitor the various environmental components.

The primary Biophysical Indicators for the on-going impact assessment are the following:

  • Climate and meteorology;
  • Air quality;
  • Noise levels;
  • Groundwater;
  • Geology and geomorphology;
  • Soils and soil erosion;
  • Drainage patterns and flooding;
  • Unique physical features; and
  • Vegetation including economic trees and crops.

The primary Socio-Economic Indicators for the on-going impact assessment are the following:

  • Land use;
  • Employment and income;
  • Community population and ethnicity;
  • Community relations; and
  • Services (e.g water and electricity supply).

Baseline studies for the EIA will include, but not be limited to assessment of the following:

  • Fauna and Flora;
  • Air quality and Noise;
  • Demographics, Population, Ethnicity; Language, Vulnerable Groups, Education
  • Socio-Cultural Institutions, Leadership Patterns, Government Administration, and Other Institutions (NGOs/CBOs);
  • Terrestrial Soils and Geology;
  • Surface and Ground Water;
  • Livelihoods and Micro-Economy, Key Livelihoods, and Employment;
  • Transport and Access;
  • Social Infrastructure and Cultural Sites; and
  • Community Health and Safety.

The main environmental issues are as follows (not limited):

  1. Socio-Economic and Livelihood Impacts:
  • Increased government revenue;
  • Creation of employment opportunities and skills enhancement (A number of local businesses likely to secure contracts. Potential exists for creating income and building a more stable and diverse local economy);
  • Social benefits for the host communities through on-going community development plans.
  • Increased price inflation and economic vulnerability; and
  • Community anger and resentment over unmet expectations.
  1. Impacts Related to Project Induced In-Migration.
  1. Changes to Socio-Cultural Heritage:
  • Disturbance to cultural values, traditional leadership and intangible heritage.

  • Increased incidence of communicable diseases;

The EIA process aims to identify all the potential impacts of the proposed project, assess the significance of the impacts, and to present measures to mitigate these impacts.

The stakeholder engagement process is designed to conform to the Nigerian EIA Decree and international standards, including the IFC Performance Standards. Key objectives for stakeholder engagement for this project are:

What is the EIA About?

Basically, the EIA is the process of identifying, predicting, evaluating and mitigating the bio physical, social and other relevant effects of SMCL proposed project prior to major decisions being taken and commitments made.

In compliance with Nigeria regulatory bodies statutory provisions and in accordance with the EIA Act 86 of 1992, the project-proponent has commissioned Richflood International Limited, being a Nigerian based environmental consultant, to conduct an Environmental Impact Assessment (EIA) for the proposed Manganese Mining Operations at Daranna in Bagudo Local Government Area of Kebbi State, North-west, Nigeria.

Background

SMCL is a Chinese metals and mineral trading company currently undertaking mineral exploration and development in Nigeria. The company is known for its small scale mining operations of Gold and Manganese, by means of exploring, mining and processing the massive deposit of the mineral ore in the mineralized zone.

SMCL currently holds one small-scale mining lease for (20817SSML) The Mining Site having 15 Cadastral Units is equivalent to an area of 3.0km2.

Project Location

Kebbi is a state in North-Western Nigeria with its capital at Birnin Kebbi. The state was created out of a part of Sokoto State in 1991. Kebbi State is bordered by Sokoto State, Niger State, Zamfara State, Dosso Region in the Republic of Niger and the nation of Benin. It has a total area of 36,800 km2.

Objectives of the EIA

The objectives of the EIA for the project site are to:

The Site Facilities Area would include moveable erections and demountable houses for site amenities such as:

  3. Residential buildings (non-processing area); this area is presently not proposed
  4. Industrial area (processing area)
  5. Stockpiling/loading area
  6. Equipment maintenance workshop
  7. Bath house/Toilet (convenience)
  8. Water supply section (Borehole-source)
  9. Mini tank farm (Area designated for the storage of petroleum product suchas diesel, fuel, oils and other lubricant)
  10. Mine Pit area
  11. Power house (housing generating-sets supporting main power)

Other Social Infrastructures may be constructed as deemed fit by the Company during project initiation.

Project-Site Facilities will include:

The basic mining operations at the mine site will follow a systematic exploitation of the deposit, which involves the following chain (process flow) of activities:

  • Stage 1: Overburden removal
  • Stage 2: Excavation/Mining of deposits
  • Stage 3: Disintegration of rock deposits (crushing/screening)
  • Stage 4: Processing (burning with coal to remove impurities)
  • Stage 5: Haulage of materials to Stockpiling area
  • Stage 6: Loading of materials
  • Stage 7: Sales to end users (mainly exportations to China)

What is the EIA About?

Basically, the EIA is the process of identifying, predicting, evaluating and mitigating the bio physical, social and other relevant effects of Crest Agro Products (CAP) Limited proposed project prior to major decisions being taken and commitments made.

In compliance with Nigeria regulatory bodies statutory provisions and in accordance to the EIA Act 86 of 1992, the project-proponent has commissioned Richflood International Limited, being a Nigerian based environmental consultant, to conduct an Environmental Impact Assessment (EIA) of the proposed Project at Achabo Community In Koton Karfe L.G.A. of Kogi State.

Background

Crest Agro Products (CAP) Limited is a subsidiary of CardinalStone, and an indigenous Agri-business firm incorporated (registered with CAC) under the Companies and Allied Matters Act, 1990, as a private-company limited by shares. The Company, having acquired a vast area of land (13,000 hectares) for Cassava Farming (at Apata Oworo in Lokoja), have thus proposed to set up a cassava Processing plant (factory) at Achabo community in Koto-Karfe Local Government Area of Kogi State measuring 71 hectares of land.

Project Location

The Cassava-Processing Project-Site of CAP Ltd. is located at Achabo community, along Lokoja-Abuja express (opposite Ismah filling station), in Koton Karfe, Kogi State, North-Central Nigeria.
The proposed project site, located on coordinates N 908128.082m and E 259106.063m, is situated on a land area of 71 hectares, acquired from the host community, Achabo.

Objectives of the EIA

  1. The objectives of the EIA for the project site are to:
    Provide information and evidence required for developing an Environmental Impact Statement for the project site;
  2. Establish baseline information for the project site.
  3. Identify associated/potential impacts of the project in the area; Recommend preventive, mitigative and control measures for the identified potential/associated adverse impacts of the project; and
  4. Develop a cost effective Environmental Management Plan (EMP) for the lifetime of the project.

Project Overview

CAP Ltd. proposes to process primarily the Cassava-produce of her sister- company (CAP Farms Limted). The company proposes to primarily source their major raw materials locally from cassava roots being planted by the affiliated-company at a different location (a cultivated 13,000ha landmass at Apata-Oworo), as acquired from the State Government augmented by the output from farming groups under the out-growers program. The company have proposed to serve as off-takers for cassava farmers and negotiated with cassava farmer groups, the Fadama, Cassava Growers Association and various government agencies in Kogi State.

CAP Limited has signed a Memorandum of Understanding (MoU) with 11 cluster Fadama Cassava Growers Association as part of its out growers scheme in the state.

The cassava produce is to be transported to the cassava-processing site (71ha at Achabo, Koton Karfe), where the processing plant is to be located within the proposed facility.

The plant is proposed to process 100,000 tons of harvested cassava-roots into starch per annum. The harvested cassava-roots will be processed by the proponent into food grade cassava starch.

The proposed facility layout will comprise of fuel storage areas (with 3 storage tanks of about 30,000 liters each), a workshop (for the repairs of processing machineries), a warehouse (for product storage), an Utilities building housing Generators and boiler and a cassava starch processing plant among other proposed units/sections. The factory will be equipped with modern equipment known to have the highest production efficiency. Also, all basic industrial requirements such as water, power, transportation facilities, raw materials, administrative blocks, residential quarters, clinic, and car park amongst many others will be provided adequately.

The project requires 1000m3/day of water, which will be sourced from an industrial borehole within the facility. Power supply to be used for operations at the project location will be primarily from diesel generators (>2MW in total) with gas generators and PHCN as secondary and tertiary options respectively. The species of the Cassava to be processed is the TME-419 and TMS-3052. TME-419 cassava accounts for over 95% of the total cultivated specie to be processed.

  • Increased demand on existing local infrastructures (housing etc.) due to influx of workers and job seekers.
  • Removal of vegetation and de-stumping
  • Soil erosion from temporary access road development
  • Release of SOX, NOX, COX, etc from exhausts which could lead toatmospheric pollution / GHG emission.
  • Increase noise levels in the area due to movement of heavy dutyequipment.
  • Increased demand on social infrastructure.
  • Contamination from chemical /oil spills, use of fertilizer andpesticides.
  • Increase Road Traffic Accident (RTA).
  • Movement of workers into host communities and resultant increase inpopulation.
  • Conflicts between host communities especially youths arising fromrecruitment of local labour.
  • Effluent management challenges.
  • Due to the location of the plant it is possible that physical and economical resettlement may be required.

In compliance with regulatory bodies, like the Federal Ministry of Environment (FMEnv) statutory provisions and in accordance to the EIA Act 86 of 1992, Gurin Rice Company Ltd. (the project-proponent) has commissioned Richflood International Limited, being a reputable environmental consultant, to conduct an Environmental Impact Assessment (EIA) of the proposed Integrated Rice Production (Paddy Cultvation and Rice Processing) Project at Demsa Community in Demsa Local Government Area of Adamawa State, Nigeria.

Background

Gurin Rice Company Ltd. is an indigenous/private company, which has her primary interest in Integrated Rice Production Project; thus the cultivation of a 5,000-hectares Paddy Farm-estate and the complimentary establishment of a Rice- Mill Plant on a 20-hectares. The paddy farm is to service the proposed rice mill, with required raw materials.

To this end (of achieving the specified goal of Integrated Rice Production Project), the Company have mapped out a vast landmass/estate (5,000Ha) for the

cultivation of paddy-rice to make available needed raw/paddy material for the (20Ha) rice mill.

Project Location

The proposed Paddy Estate is situated within Demsa Local Government Area of Adamawa State, North-Eastern Nigeria. The paddy estate (for rice cultivation/farming) is locally hosted by Demsa Community, with the following (6) host villages within the project catchment area of Demsa as: Kodomum, Kudiri, Sabonlayi, Pude, Gorgbaki and Gawon Villages. The host villages have a spatial boundary of 2km to the project area.

The (‘Demsa Rice Mill & 5,000-Hectare Paddy Cultivation’) Project is basically in two (2) Schemes:
1. Cultivation of Paddy on a 5,000-Hectare Farm-Estate; and
2. Establishment of a 5 Ton Per Hour (TPH) Rice Mill Processing factory on a 20- Hectare

The Paddy Cultivation Project would be developed in Three (3) Phases:

  • Phase 1 lot A and lot B involves the development of 1,500 hectares
  • Phase II involves the development of 2,000 hectares

    • Air pollution both on site and in the surrounding locality may result from release of dust to the atmosphere from handling or processing of the paddy or its by-products (in fact, this is a major environmental concern for rice mills)
    • High internal and external noise levels that may generate health hazard to employees and nuisance to the local community
    • Disposal of solid wastes, particularly unused rice husk and bran, as well as other wastes generated from the cleaning process
    • Raw materials and by-products may be subject to pest infestation and contamination (Birds contaminated with avian flu can leave their droppings in the rice mill)
    • Pollution risks to water and soil from spillage and leakage of fuels that maybe stored on site

What is the EIA About?

Basically, the EIA is the process of identifying, predicting, evaluating and mitigating the bio physical, social and other relevant effects of Sandcrete proposed project prior to major decisions being taken and commitments made.

The general objective of this EIA is to assess the potential environmental and social impacts associated with the planning, construction, operation and decommissioning phases of the proposed Project. Sandcrete has not yet commenced mining, and are currently carrying out exploration activities to assess the financial feasibility of the proposed mine. Exploration entails field investigations involving drilling, sampling, mapping of the target mineral resource, pilot testing, process development and ancillary investigations to determine the overall economic feasibility of the proposed Project.

Background

Sandcrete Engineering Nig. Ltd is a wholly Nigerian company with offices across West Africa and the U.S. The company general interest is solid minerals exploration and mining. The company currently specializes in the exploration and production of high quality quarry materials (granite slabs & chippings) and precious stones (gold and gemstones) for the Nigerian, African and international markets.

Sandcrete currently operates three (3) quarry sites in the southwestern part of Nigeria, and three additional gold and gemstones mines in northern Nigeria. The company is licensed “Mineral Buying Centre” in Nigeria.

Sandcrete currently holds an Exploration License EL 022424. Number of units 323 CU 22424EL equivalent to an area of 46.4 km2 bearing the gold mineralized zone.

Project Location

Birnin Gwari is a Local Government Area in Kaduna State, Nigeria. Its headquarters are in the town of Birnin Gwari. It has an area of 6,185 km2 and a population of 252,363 at the 2006 census.

Project Area of Influence (PAI) in Birnin Gwari L.G.A of Kaduna state is as shouwn on Table 1 below.

The state is located at the Northern part of Nigeria’s High Plains. The vegetation cover is Sudan Savannah type, characterized by scattered short trees, shrubs and grasses.

Objectives of the EIA

Project Overview

The First phase development of Sandcrete Engineering Gold field in Binin-Gwari area of Kaduna is mainly by Alluvial (Placer) mining (Sandcrete 2015). This may be done by open-pit (also called open-cast mining) or by various surface excavating equipment or tunneling equipment. This process uses the density of gold and the force of gravity to separate gold particles from other sedimentary deposits.

PROJECT PHASES
Phase 1: Exploration Phase
It included core drilling, sampling and pilot testing of wells for potash deposits as well as other specialized studies, such as hydrogeological studies, in order to determine the feasibility of the proposed project. The mineral resource estimate derived is a major component in the evaluation of the overall economic feasibility of the proposed Project. The results of exploration drilling activities revealed the extensive source of the ore. As a result, the proposed Project have moved from exploration to pre-feasibility and feasibility phases.

Phase 2: Definitive Feasibility Study

In parallel to exploration activities, Sandcrete commissioned engineering works and planning (including the engineering scoping study and definitive feasibility study) and the EIA. These activities are currently underway and are being undertaken to determine how much it will cost to implement the proposed Project,

including the costs of implementation of social and environmental mitigation measures determined by the EIA.

Phase 3: Bridge Engineering Phase

The preparation phase after the feasibility and before the start of construction is known as the bridge engineering phase. During this phase project activities on critical path and components are identified and actively managed to ensure that its implementation does not affect the overall project programme. The bridge engineering activities are anticipated to start in February 2017.

Phase 4: Pre-Construction Phase

Pre-construction activities consists of the finalization of engineering studies, bridge engineering activities, the receipt of a mining license, finalization of agreements with the Host Community, securing Project finance and the anticipated EIA approval from the Federal Ministry of Environment (FMEnv).

Phase 5: Construction

Pending environmental approval of the EIA from the FMEnv and finalization of pre-construction activities, commencement of construction activities is scheduled for March 2017 and has a planned duration of approximately 15 months. Construction includes the installation of all Project related infrastructure, including the camps where the workers will be housed.

Phase 6: Operation

Operation of the mine is scheduled for commencement upon final installation of Project infrastructure, scheduled for June 2017. The expected lifespan of the mine is approximately 30 years for the concession. Overall Mining activities will include the mining and processing of gold ore.

Phase 7: Decommissioning and Closure

The decommissioning and closure phase will start when the gold deposit is fully exploited from the licensed area. Decommissioning and closure involves the dismantling of mine infrastructure and the rehabilitation of disturbed land amongst a range of other activities. At this phase, the Environmental Protection and Rehabilitation Programme approved by the Federal Ministry of Solid Minerals will be implemented.

  • Loss of plant species of special concern (collection for ethno botanical use,firewood, etc.).Call for Participation/StakeholderThe stakeholder engagement process is designed to conform to the Nigerian EIA Decree and international standards, including the IFC Performance Standards. Key objectives for stakeholder engagement for this project are:

1. Share information about the Project;
2. Gather local knowledge to improve understanding of the

environmental and social context and understand locally-important

issues;
3. Enable stakeholders to raise concerns / questions about the Project; 4. Gather responses on the EIA findings and incorporate stakeholder

views into the design and management measures;
5. Respond to concerns and questions and report back on the findings

of the EIA and proposed management measures; 6. Lay foundation for future stakeholder engagement.

Anyone who is interested or affected by the proposed project has a right to participate in the EIA process, and is invited to further participate in the EIA Process. Please make use of the following opportunities to be involved in the stakeholder engagement process:
